Description

The National Oceanic and Atmospheric Administration (NOAA) has a requirement for Researching, Writing, Editing, and Publishing a History of the Mauna Lao Observatory, Hilo, Hawaii. The Mauna Loa Observatory, Hilo, Hawaii will be 50 years old in 2007. The facility has a long and colorful history and is the first location where the anthropogenic global increase in atmospheric carbon dioxide was established. NOAA is interested in obtaining a first author book on the history, personalities, science and facilities of Mauna Loa Observatory from the establishment of the observatory in 1956-57 to date. This book would be illustrated with historic photographs as well as those from the present. The book would contain interviews from past and present Mauna Loa staff as well as commentary from scientists and administrators collected over the years. The book will be written and illustrated with both black-and-white and color photographs of a high quality such that the book can be distributed on the Internet and/or submitted directly to a publisher for hard copy printing. It is expected that the book would be in the 150 page range and be of such a high caliber so as to make it a coffee table book and/or a collector?s item. It is required that the book be completed and be ready for printing by October 2007 at the latest. There is no bid package available. The Government intends to negotiate, on a sole source basis, with author Forrest M. Mims III, Sequin, Texas, under 41 USC 253(c)(1), ?Only one responsible source?. Forrest Mims has a unique knowledge of the subject and the Mauna Loa, Hilo Hawaii area. This notice may represent the only official notice of a solicitation. See Note 22.
