- The National Institutes of Health (NIH) intends to negotiate on a sole source basis with Rose Li and Associates Inc., 6202 Melvern Drive Bethesda, MD 20817 for a continuation of the services being provided for the National Institute on Aging (NIA). Dr Li is the only known source capable of providing the required services because of her involvement in this project over the past months. In addition Dr Li has experience particularly in scientific program management of research in the areas of demography, economics, and population epidemiology; survey data collection and dissemination. Further, inherent duplication of cost to the Government would be time and cost prohibiting. 1. The contractor shall assist the Behavioral and Social Research Program (BSR) at the National Institute on Aging (NIA) in coordinating activities of the Health and Retirement Study (HRS), Data Monitoring Committee (DMC). 2. The contractor shall provide services to NIA, to include, but shall not be limited to the following: a. Shall provide advice to NIA on HRS issues. b. Shall oversee the administration and operation of the HRS. c. Shall identify issues or problems that may require special attention. d. Shall assure the quality and integrity of the survey. e. Shall provide advice on potential survey expansions, supplements, cost, and priorities. 3. The contractor shall plan for two (2) in-person meetings and conference calls. 4. The contractor shall have at least ten (10) years of experience in scientific program management of research in the areas of demography, economics, and population epidemiology, surveying data collection and dissemination, information quality requirements of the National Institutes of Health (NIH), Department of Health and Human Services (DHHS), and the Office of Management and Budget (OMB), policy development, and trans-NIH committee work. The contractor shall also have at least ten (10) years of experience working with NIH. 5. The contractor shall respond to routine queries about contract progress, deliverables, and spending. 6. The contractor shall be the liaison with relevant parties to ensure that work completed is of high quality, on time, and within the budget. 7. The contractor shall poll DMC members, NIA staff, HRS staff, and other relevant parties regarding possible dates for DMC meetings. 8. The contractor shall coordinate with the NIA Program Officer and the HRS Monitoring Committee Chairperson to develop, revise, and disseminate meeting agendas and background materials to members and meeting participants. 9. The contractor shall attend meetings and prepare a draft version of the meeting summary within one (1) month of the meeting date. The meeting report shall be approximately twenty (20) to twenty-five (25) pages, and shall summarize speaker presentations, comments/questions, and any other information deemed necessary for inclusion by the NIA point of contact. 10. The contractor shall work with the NIA staff, the DMC Chairperson, and the HRS staff to consolidate comments and adjudicate any conflicting comments from multiple individuals. 11. All requests for revisions to the initial draft meeting summary shall be submitted to the Executive Secretary within ten (10) working days, and the contractor shall produce a final version of the meeting summary/report(s), which shall incorporate requested changes within two (2) weeks of receiving final comments. The final version of the report shall be submitted in electronic format. 12. The contractor shall interact with the HRS staff and Monitoring Committee members to obtain and ensure the provision of accurate and timely information. 13. The contractor shall follow up on action items, and shall provide progress reports on status of action items for distribution at subsequent committee meetings as requested. 14. The contractor shall assist with planning and teleconference coordination via pre-meetings, on-site and post-meeting support for up to two (2) in-person HRS Data Monitoring Committee meetings, and up to two (2) teleconferences involving DMC members. 15. Wherever possible, the contractor shall use the HRS toll-free conference line for teleconferencing involving DMC members. 16. The contractor shall include expense reimbursements for up to twelve (12) HRS Monitoring Committee Members, the Executive Secretary, and the Meeting Planner or Notetaker for meetings of the HRS DMC committees. 17. The HRS DMC meetings are expected to be attended by approximately ten (10) NIA and other Federal staff, as well as approximately five (5) HRS staff members. The contractor shall perform specific duties in preparation for these meetings to include, but shall not be limited to the following: a. Pre-meeting support Shall identify hotel sites with available sleeping rooms at the government rate, as well as suitable meeting rooms. The contractor shall also obtain a contract with the hotel guaranteeing the rooms. Shall communicate with each attendee to answer questions and facilitate travel arrangements which shall include, following up with attendees who have not made their travel arrangements. Shall prepare and distribute by e-mail to attendees a Pre-Meeting Logistics Fact Sheet, a Traveler Profile Form, and an Expense Reimbursement Form. b. On-Site Support Shall provide a Meeting Planner on-site throughout the meeting to ensure that the event is proceeding smoothly, and to respond to any ad hoc requests. During this period, the meeting planner shall also assist with on-site travel needs, to include ground transportation and air and train scheduling changes. Shall provide one morning coffee break, and lunch for meetings; and shall withhold an allowable portion of participant per diems from travel vouchers. Shall be responsible for ordering food, setup, serving arrangements, removal or disposal of all catering implements, leftovers, and the payment of the caterer. Shall provide handouts to DMC members and other meeting participants. c. Post-Meeting Support The contractor shall process expense reimbursement vouchers for travelers, after gathering and reviewing all submission and missing receipts from travelers. Shall distribute honoraria to the HRS DMC committee members for their participation in the monitoring committee meetings and teleconferences, and shall distribute honoraria to invited guests, per NIA/BSR direction. 19. The period of performance shall be from September 1, 2006 to August 31, 2007. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government . A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit proposal and/or capability statements in an Original Plus Two (2) no later than ten (10) business days from the date of this announcement, September 01, 2006, due in COB Sept. 12, 2006. Written responses shall include complete description of services to be provided, containing sufficient technical information to permit agency analysis to establish bona fide capability to meet the stated requirements as listed above.
