- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for proposals. This solicitation is issued as a Request for Quotations (RFQ), number HSCG85-06-Q-625C13 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-12. This is a total small business set-aside procurement. The Small Business size standard is 1000 employees.. The NAICS is 336611. The contract will be awarded as a purchase order using simplified acquisition procedures in accordance with the provisions of FAR 13.5. The requirement is for Turbine Intake Plenum Insulation Renewal on CGC RUSH, at the cutter?s home moorage, Sand Island, Honolulu, HI. Work will be accomplished during the period of 2 through 31 Oct 2006. When responding to this RFQ contractors shall provide pricing as follows: D-1, Turbine Intake Plenum Insulation Replacement ? Quotations submitted in response to this RFQ must include: (1) Item number and pricing as shown above, record of past performance for similar contracts in the form of letters of reference or contract performance ratings and Contractors full name, address, and telephone number. (a) Factors for evaluation will include price and past performance on similar type contracts; past performance and price are of approximately equal importance.. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protesters concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e). SPECIFICATION FOR PLENUM INSULATION REPLACEMENT TURBINE INTAKE PLENUM INSULATION REPLACEMENT SCOPE The intent of this item is to renew all of the lagging and insulation in the port and starboard gas turbine intake plenums. Government Furnished Property: None REFERENCES Coast Guard Drawings: 378-FRAM-W 801-1, Rev F, Booklet of General Plans 378-FRAM-W 234-1, Rev D, Arrang Dwg, FT4A-2/A-6 Gas Gen Removal & Instal 378-FRAM-W 508-1, Rev C, INSULATION SCHEDULE Applicable Documents: Naval Ships' Technical Manual, Chapter 635, Thermal, Fire and Acoustic Insulation, 2 COMDTINST M10360.3C, Coatings and Colors Manual REQUIREMENTS The Contractor shall provide all labor and material to accomplish the following in accordance with the General Requirements: General In the presence of the Coast Guard Inspector, inspect and test all equipment and systems that will be disturbed during the performance of this work to document their original condition. Submit a Condition Found Report for all such equipment and systems noting any existing (pre-work) discrepancies in their operation. Tag-Outs ? Secure, isolate, and tag-out all affected mechanical, piping, and electrical systems in accordance with the General Requirements. Interferences ? The Contractor shall remove, modify, or protect all interferences to the work. All interferences that are removed shall be tagged to facilitate proper reinstallation. Ensure that all removed equipment is kept in a clean, dry, protected location. Obtain verification from the Coast Guard Inspector for the protective measures taken for equipment not removed. Gas Free Certification Gas free and certify affected compartments in accordance with the General Requirements. The affected compartments must be certified ?Safe for Personnel ? Safe for Hotwork? for the duration of work performed under this item. Gas Free Certificates indicating the current status of each compartments shall be posted on the Quarterdeck and at each open access to the compartments. Provide one copy to the Coast Guard Inspector. General conditions A large section of insulation inside the port turbine intake plenum (3-192-2-E) has been damaged. The insulation facing has come off a section of the fiberglas lagging. The section missing the facing is approximately 24 inches wide and extends the entire height of the turbine plenum. There are several other areas inside of the turbine plenum that are also damaged. The fiberglas lagging has been damaged by water intrusion. Additionally the turbine plenum area will require cleaning. CG Dwg 378-FRAM-W 234-1 may be useful to assist the contractor in repair of the damage. Photographs have been included to help the contractor assess the damage. The photographs may not show all of the damage in the space. A section of lagging in the upper part of the turbine plenum is damaged and appears to be showing signs of water intrusion and deterioration. For the performance of this specification item, all of the insulation and lagging in each of the two (2) turbine plenums (port and starboard) will be replaced with new. Approximately 13,000 sq. ft. of lagging are involved. Performance Period Limitations The No. 2 Main Gas Turbine (MGT) was damaged in a previous accident. Due to ongoing turbine renewal, performance period will be limited. Performance period for the starboard turbine plenum lagging renewal will be from 2-31 October, 2006. Performance period for the port turbine plenum insulation renewal will be limited to 16-31 October, 2006. Port Turbine Plenum Lagging ReNEWAL Locations may be determined from CG Dwg 378-FRAM-W 801-1 and CG Dwg 378-FRAM-W 234-1. With the Coast Guard Inspector, enter the turbine plenum area and inspect the turbine plenum area. Walk the base of the turbine plenum area with the Coast Guard Inspector and verify the cleanliness of the area. The contractor will be expected to remove any debris generated by this work item and restore cleanliness upon completion of lagging repairs. Prior to commencing lagging renewal, cover and protect the turbine intake screen to prevent contamination from entering the gas turbine intake. Inspect the covering on the gas turbine intake screen in the presence of the Coast Guard Inspector to verify that the turbine intake is protected. Lagging Renewal Approximately 6500 sq. ft. of bulkhead lagging is to be renewed in the port gas turbine intake plenum. Provide and install staging as required to perform the work in this specification item. Remove and dispose of all of the lagging in the turbine plenum area, including lagging on the bulkheads and overhead from the base of the cutter to the top of the intake housing. Power tool clean the exposed bulkhead to a tight paint film in accordance with SSPC -SP 3. Solvent wipe the bulkheads and overhead in accordance with SSPC SP-1. Paint the bulkheads and overhead with one (1) coats of epoxy paint to match existing in accordance with the Colors and Coatings Manual. Install new insulation and lagging on the exposed bulkhead areas. Paint the new lagging in accordance with the Colors and Coatings Manual and NSTM Chapter 635. Upon completion of lagging repairs in the port intake plenum, clean all loose debris and detritus from the plenum which was generated by the Contractor's work. Clean the base of the turbine intake plenum and remove all dirt and debris. Remove the covers from the turbine intake screen. In the presence of the Coast Guard Inspector, verify the cleanliness of the turbine plenum. Verify that all debris has been removed. Starboard Turbine Plenum Lagging Repairs Locations may be determined from CG Dwg 378-FRAM-W 801-1 and CG Dwg 378-FRAM-W 234-1. With the Coast Guard Inspector, enter the turbine plenum area and inspect the turbine plenum area. Walk the base of the turbine plenum area with the Coast Guard Inspector and verify the cleanliness of the area. The contractor will be expected to remove any debris generated by this work item and restore cleanliness upon completion of lagging repairs. Prior to commencing lagging renewal, cover and protect the turbine intake screen to prevent contamination from entering the gas turbine intake. Inspect the covering on the gas turbine intake screen in the presence of the Coast Guard Inspector to verify that the turbine intake is protected. INSTALLATION Guidance Following guidance given in Naval Ships' Technical Manual, Chapter 635 and CG Dwg 378-FRAM-W 508-1, renew insulation and lagging where it was previously removed. Paint the new lagging in accordance with requirements given in NSTM Chapter 635 and the COMDT Instruction M1060.3. Wipe Down Lagging After completing all lagging renewal, using cleaning detergent and hot water, wipe down the bulkheads and overhead in each of the two (2) turbine plenums. Remove all dust and grease in the lagging. Restoration Restore all interferences to their original condition in accordance with the General Requirements. Clearing Tags ? Restore all affected systems and clear any remaining tags in accordance with the General Requirements.
