- Provide Professional Historical Survey Services for Project #692-06-17, entitled ?Reconnaissance Level Survey? at the Department of Veterans Affairs, VA Southern Oregon Rehabilitation Center & Clinics, White City, Oregon. Contractor to conduct a Reconnaissance Level Survey using the latest revised Standard Operating Procedures in accordance with the Oregon State Historic Preservation Office (SHPO). The survey is to be conducted at the Southern Oregon Rehabilitation Center & Clinics (SORCC), 8495 Crater Lake Highway, White City, Oregon. The survey shall be in compliance with the National Historic Preservation Act of 1966 (NHPA) Section 106 and The Historic American Buildings Survey (HABS), Historic Sites Act of 1935 to document historic structures and make available to the public an archive of records of American?s Architectural Heritage to facilitate implementing the Department of Veterans Affairs Capital Asset Realignment for Enhanced Services (CARES) plan. The SORCC includes fifty seven buildings mostly with interconnecting corridors on approximately one hundred forty-five (145 acres). A complete Standard Survey is to be completed considering the SORCC as a single historic district. General requirements of a Oregon State Reconnaissance Level Survey are: (1) Select Survey Boundaries; (2) Prepare a Research Design; (3) Conduct the survey: mapping, photographic documentation, recording sites on the SHPO form; (4) Enter data into SHPO database (see #6); (5) Prepare final report consisting of: statement of survey objectives; boundaries; brief outline history; survey results; recommendations for National Register eligibility and future site activities in consultation with SHPO; explanation of fieldwork techniques; bibliography; and (6) Submit Survey Materials for inclusion in SHPO inventory database. Surveyor requirements: In order to ensure accuracy, it is necessary that surveys be conducted only by trained professionals. ?Professionals? must meet the architectural historian qualifications outlined by the Federal Government. These qualifications, in general, are a graduate degree in architectural history or a closely related field, or a bachelor?s degree in the same fields plus at least two years of full-time experience in architectural history-related work. Perhaps more important than academic training is fieldwork experience in identifying and evaluating historic buildings. Non-professionals may assist with certain parts of the survey, but a professional must direct all aspects of the work. Evaluation factors to be considered will be (1) Specialized experience of the firm with similar contracts; (2) Past record of performance on similar contracts; (3) Geographical location and facilities of the working office; (4) Specific experience and qualifications of personnel proposed for assignment to this project. NAICS: 541310/Size Standard $4.0 million. This is a small business set aside for firms located within the State of Oregon. Firms interested and desiring consideration shall submit Standard Form 330 by close of business, September 30, 2006 to the Contracting Officer shown above. Award is pending availability of funds.
