Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement FA4861-06-Q-B028 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NAICS for this solicitation is 332439. The size standard for a small business under this NAICS code is 500 employees. This solicitation is a 100% Small Business Set-Aside. This is a commercial request for the following equipment: 20 each transport modules; countermeasures; used to transport 40 countermeasure modules on either a MHU-141 or MHU-110 munitions handling trailer; dimensions are 72.75? L x 47.13? H x 18.00? W; 40 bins sized 8.00? X 5.50? for storing individual chaff or flare bundles for transport; bins are separated into two equal sections; secured by two doors with latches; two tie-down points on either end of the module; forklift wells to aid in loading and unloading the modules; Archer Technologies P/N ALE-40 Transport Module, MMHE P/N 200025015 or equal. Any deviations from the level-3 drawing package shall be approved by the MMHE focal point at (850) 883-3616 or via web address at https//poenet.eglin.af.mil/mmhe/. Pricing shall include delivery FOB destination to Nellis AFB NV 89191. If submitting equal items, product literature must be submitted with the quote. Quotes should be in the following format: price for each item independently, price for combined line items, including shipping cost FOB destination. Award Basis: Best Value. The following factors will be used to evaluate the offer: technical capability (including MMHE compliance or deviation approval), price, and delivery schededule. The award shall be made in the aggregate. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. FAR provision 52.212-2, Evaluation-Commercial Items, is also applicable. In addition to the price list, offerors shall submit with their offer a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate I and 52.223-4, Recovered Material Certification.
