Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA intends to procure on an other than full and open competition basis software and firmware technical support for the F/A-18 and E/A-18G aircraft. The proposed contract will provide for the development and integration of System Configuration Sets (SCSs). An SCS is a combination of software and hardware configuration items (CIs) that are integrated into a previously deployed baseline configuration and are delivered to the Fleet as highly integrated hardware and software packages. It will also provide for support of Fleet released SCSs, acquisition product development, and studies and analysis. The total required level of effort (LOE) is estimated to be 4,145,904 hours, comprised of approximately 3,661,181 for the basic contract and an option for an additional 484,723. The period of performance (POP) will commence upon award and will continue for a period of six years. Deliveries will be made free on board (FOB) destination. The proposed contract type is anticipated to be a Cost Plus Fixed Fee (CPFF), awarded by means of alpha acquisition procedures. No solicitation will be issued. As the sole designer, developer, and manufacturer of the aircraft, Boeing is the only qualified source to perform this effort. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 45 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a proposal, which shall be considered by the agency. Responses shall be submitted by email to bryan.gregory@navy.mil or to Commander, Code 210000D (B.
