- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Carl Zeiss Microimaging, Inc., One Zeiss Dr., Thornwood, NY 10594-1996. This is for the purchase of the Axio Imager Z1 for LSM 510 V4.0, a high quality microscope and all of its components. The Feldman laboratory is engaged in characterizing phenotypes of embryos often in live specimens to understand the biology and the function of specific genes. This type of study requires a specific imaging method called differential interference contrast (DIC) microscopy. This particular piece of equipment will be used to upgrade the existing DIC capacity of the LSM 510 confocal microscope system valued at over $300,000. The new Axio Imager has the following unique features: Motorized Iris Diaphragms, Motorized Lateral TV Port, Intensity of Fluorescence, and a TFT Display with Touch Screen. The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and ability to provide the specifications of the equipment. The sole source determination is based upon the fact that the new piece of equipment must be highly integrated with the pre-existing Zeiss components and Carl Zeiss is the only manufacturer that can provide this equipment. Changing products at this time would result in incorrect interpretation of the experiments already in progress and would threaten the investment already made by the government in this research. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
