Description
Contractual Questions: Sherry Gulley, Contract Specialist, (912) 652-5981 TECHNICAL MATTERS: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet W912HN-06-R-0061 Bidder Inquiry Key: EKIBD5-5B9DSE The project will be solicited and procured using a Two Phase Design-Build Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 36.3. The Government anticipates Phase One documents will be issued on or about 28 September 2006 and that Phase Two documents will be issued on or about 28 November 2006. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. Options may be included. The anticipated total cost range for both projects is $35,000,000 to $40,000,000. Network Ana lysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656) under NAICS 236220. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. In order to locate solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can also locate solicitation link at https://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.c fm?Seldist=SAS. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. This solicitation will be issued in electronic format only and will be available on or about 28 September 2006. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provi ded as necessary for any posted changes to this solicitation and all amendments. Description of work: This is a design-build project for the design, site preparation, and construction of additions to existing facilities to support the Special Operations Command at Fort Bragg, North Carolina. The project requires the design and constr uction of a two additions: one of approximately 60,000 square feet and the second of approximately 47,000 square feet. Project will also include renovation of approximately 110,000 square feet in the existing adjacent spaces. Site improvements, and addi tions to or upgrading of central energy plants, generators and switchgear, and uninterruptible power supplies may be required. Primary utility power to the project will be supplied by Sandhills Utility Systems. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. TECHNICAL FACTORS for PHASE ONE: FACTOR 1-1: OFFEROR PAST PERFORMANCE: This factor is significantly more important than Factors 1-2 and 1-3. FACTOR 1-2: CORPORATE RELEVANT SPECIALIZED EXP ERIENCE: This factor is more important than Factors 1-3. FACTOR 1-3: TECHNICAL APPROACH NARRATIVE. Based upon the evaluation of PHASE ONE FACTORS no more than five Offerors will be invited to participate in PHASE TWO. FACTORS 1-1, 1-2, and 1-3 together are equal in importance to Factor 2-1. PHASE TWO FACTORS: FACTOR 2-1: BUILDING FUNCTION AND AESTHETICS: This factor is more important than Factors 2-2, 2-3 and significantly more important than factors 2-4 and 2-5. FACTOR 2-2: BUILDING SYSTEMS: This factor is equal in importance to Factor 2-3 and more important than factors 2-4 and 2-5. FACTOR 2-3: SITE DESIGN: This factor is equal in importance to Factor 2-2 and more important than Factors 2-4 and 2-5. FACTOR 2-4: SUSTAINABLE DESIGN CONSIDERATIONS: This facto r is of equal importance to Factor 2-5. FACTOR 2 -5: MANAGEMENT EFFECTIVENESS.
