Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis, with the Johns Hopkins University for Analysis Services for the Neuroimaging Project for the Language Section of the National Institute on Deafness and Other Communication Disorder (NIDCD). This action is under the authority of 41 USC 253(c)(1) as set forth in FAR 6.302-1 and HHSAR 306.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for the analysis and preparation for publication data collection between 2003 and 2006 in the Language Section, NIDCD, which shall include the following: (1) PET studies of language and music processing in cochlear implant recipients; (2) fMRI studies of rhythm processing in musicians and controls; (3) fMRI studies of musical improvisation; and (4) PET study of ASL comprehension in a deaf subject studied before cochlear implantation. The contractor will also initiate additional functional neuroimaging studies including PET studies evaluating longitudinal changes in auditory processing in cochlear implant recipients over the course of 1 to 2 years postactivation, and cross-sectional PET or fMRI studies of auditory processing in cochlear implant recipients and/or musicians. This requirement is anticipated to have a period of performance of 24 months. An award is anticipated within the upcoming 30 days. It is the Government?s belief that this requirement can only be met by Johns Hopkins University. Only Johns Hopkins has the requisite knowledge of the understanding of the mission of the Language program of the NIDCD intramural program and the requisite experience with the neuroimaging hardware and analytic tools used at NIH, related to both MRI and PET imaging methods. This, coupled with the Johns Hopkins extensive expertise and experience in both music and neurotology makes Johns Hopkins uniquely qualified to perform this task. This notice of intent is not a formal solicitation, however business concerns may identify their interest and capability by responding to this notice. Business concerns that respond to this notice must furnish concise responses directed specifically to the requirement outlined above. Responses must demonstrate the capability to accomplish the requirement and shall supply pertinent information in sufficient detail to demonstrate they possess the combination of expertise and experience necessary to successfully complete the task. Information furnished must include enough material to perform a proper evaluation of each item listed above. Proposals and responses received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
