- The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing 20mm PGU-30A/B Cartridges, and perform various 20mm Linking efforts. The Government Technical Data Package (TDP) contains the performance spe cification and top-level drawings. The main components include Brass Cartridge Case, Propellant, Projectile, and Primer. The performance requirements include Function and Casualty, Muzzle Velocity, Chamber Pressure, Action Time, Accuracy, Environmental Con ditions, and Waterproofness. The TDP is classified as 'Distribution X'; distribution is authorized to US Government Agencies and private individuals or enterprises eligible to obtain export controlled technical data. The Arms Export Control Act (Title 22, U.S .C., Sec 2751, et.seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et.seq., restrict distribution of the TDP. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provisions of DOD Directive 523 0.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the top two drawings (See www.dlis.dla.mil/jcp for instructions and information). A respondent to this market survey must have availabl e the facilities and skills required to manufacture and demonstrate via test that these cartridges meet all government specification requirements. Specific production capabilities and skills required to manufacture the 20mm PGU-30A/B include: ballistics ex pertise, chemical expertise in the formulation and production of propellant, production line set-up mechanics, and process and design engineering knowledge related to the load, assembly, and pack-out (LAP) for 20mm cartridges. Key industrial capabilities/e quipment include (1) automated LAP line (which includes projectile trace for the PGU-30A/B, primer insertion, loading of propellant into cartridge cases, and sealing and crimping of the projectile to the case), (2) ballistic test lab equipment, (3) 20mm LW Mann barrels, (4) indoor and outdoor test ranges which permit the safe, instrumented, firing of this cartridge, and (5) machining of the projectile body and nose, drawing and machining the cartridge case, and forming the link. Linking operation for the PG U-28 A/B SAPHEI and PGU-30A/B TP-T requires a facility that meets all safety and distant requirements for such explosive material. The equipment must be able to handle the mixing ratio for the configuration of rounds and place rounds at proper depth to the link , and have the appropriate inspection systems in place. Skills required to produce these cartridges include: ammunition process/design engineers; set-up mechanics and operators familiar with the programming and operation of ammunition component sub-a ssembly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, quality control engineers, ultrasonic technicians, metallurgists; ballistics test pe rsonnel to perform in-process ballistic testing and final inspection, pack-out, First Article Test (FAT) and Lot Acceptance Test (LAT); ballistics testing, and shipment of ammunition products. These critical skills require an extended period of time to acq uire the job knowledge needed to manufacture and provide high quality ammunition in a timely manner. Due to the customers demand for timely deliveries, the producers must be able to successfully conduct and complete a FAT within 150 days after award and fi rst production within 180 days after award. Government furnished material will be the PGU-28A/B, MK3 pallets, and M548 cans. Interested U.S./Canadian firms who feel they are capable of manufacturing 20mm PGU-30A/B and various linking efforts are invited to indicate their interest by providing the Government a brief description or summary of their company's capabilities, including a brief description of facilities , personnel, and past manufacturing experience as it relates to the above criteria.
