- This is a combined synopsis/solicitation services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation 701816Q053 is issued as a Request For Quotes (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisitions Circular #2001-25b. The U.S. Fish and Wildlife Service, Region 7 (Alaska) is requesting quotes to provide QuickBird Satellite Imagery as stated below: STATEMENT OF WORK TITLE: Contract for satellite imagery to be used in a study of Yukon River floodplain vegetation succession BACKGROUND: The Yukon Flats National Wildlife Refuge field station would like to establish a contract to acquire QuickBird satellite imagery (archive and new imagery) for a section of the Yukon River riparian corridor. The refuge is interested in examining floodplain vegetation successional dynamics on the Yukon River and how they are influenced by abiotic (erosion/accretion) and biotic (moose) interactions. Moose are an important resource to Yukon Flats residents and we currently lack knowledge of their forage habitat quality and quantity along the Yukon. Acquiring current satellite imagery (along with fieldwork conducted by Refuge staff) will allow us to identify and describe the distribution, extent, and structure of major plant communities (at the early successional stage) of the Yukon River floodplain. To better understand plant successional trajectories over time, we will use current satellite imagery with aerial photography from previous time periods (1950's and 1970/80's) to conduct change detection analyses of vegetation and river erosion/accretion events. With this information, we hope to improve our knowledge of plant successional dynamics on a major Alaska river and can test plant succession models developed for the much studied Tanana River floodplain system. Additionally, we hope to better understand how these ecological drivers may be affected, although indirectly, by climate change. WORK DESCRIPTION: See Below PERIOD OF PERFORMANCE: 1. Imagery Acquisition: New Imagery -Sept 20, 2006 to Sept 30, 2006 and/or -June 10, 2007 to Sept 30, 2007 if atmospheric conditions not suitable in Archive Imagery -Already available in QuickBird Library (see technical detail for imagery scene i.d. numbers) 2. Imagery Delivery New Imagery -October (2006 and/or 2007) following imagery acquisition or earlier if available. Archive Imagery -Sept 30, 2006 PRODUCTS AND TECHNICAL SPECIFICAITONS: The contractor/vendor shall provide the following: 1. Provide communication to refuge point of contact regarding satellite imagery scene selection (based on predetermined selection criteria) to ensure a useful product. 2. Acquire archived and new satellite imagery product (please see technical specifications), as a "reseller" of satellite imagery, from Digital Globe, the owner of the QuickBird satellite. 3. Output product delivery media options: DVD or CD (option to get one or the other) 4. Image data format options tiled GeoTIFF 5. Digital Globe has a Civil/Government license that allows us to list up to 10 agencies that we can share the data with at no charge. NOTE: Contact the contracting officer listed below for a copy of the detailed product and technical specifications. Quotes will be evaluated on the best value based on cost, and meeting all the stated requirements, product and technical specifications. The following FAR provisions applies: 52.212-1, Instructions to Offeror Representations and Certifications-Commercial Items apply to this acquisition. A completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items must be included with the offer. The following clauses 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this order. The NAICS Code 541360, Geophysical Surveying and Mapping Services with a size standard of $4.5 million. Quotes are due at 12 P.M., Alaska Standard Time, on September 19, 2006.
