Description

This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 201816Q038 is being issued as a Request for Quotations (RFQ). The NAICS Code is 423820. This acquisition is set aside for small business. The size standard is 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular. The U. S. Fish and Wildlife Service at Washita Mountains National Wildlife Refuge, Custer County, Butler, Oklahoma, has a requirement for the following items: Furnish and deliver a new disc harrow to be pulled behind a 260 HP tractor. The following are the minimum requirements: a) 26 - 27 foot cutting area; b) main frame 6 inch x 6 inch; c) walking tandem wheels; d) main frame wheels 11L-15, 10 ply; e) disk size 24"; f) disk spacing 8 ? or 9 inch; g) scrapers; h) warning and tail lights; i) 3-bar coil tine or spike tooth harrow; j) front stabilizer/front gauge wheels; k) manufacturers standard warranty, or no less than 3 years which ever is greater. The disc harrow required shall be equal to 1434 series tandem disc from Sunflower subject to the following Clause, 1452.210-70 Brand Name or Equal -- Department of Interior (JUL 1996). Quoted price shall include all applicable taxes. Delivery shall be coordinated with the Refuge Manager or designee at 580-664-2205. The following FAR Clauses are also incorporated: These are available on the internet at http://www.arnet.gov/far ; and www.doi.gov/pam/pamare (1) 52.212-01, Instructions to Offerors Commercial Items; and (2) 52.212.02 Evaluation of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer confirming to the solicitation will be the most advantageous and best value to the Government, price and other factors considered. Bidders shall submit technical data and descriptive literature for all items bid. Offerors proposing alternative brands than those indicated bear the burden of proof that an items is in fact equal or better. (2) Offerors shall submit a completed copy of Clause 52.212-03, Offerors Representations and Certifications Commercial Items, with their offer; (4) FAR Clause 52.212-04, Contract Terms and Conditions - Commercial Items is incorporated by reference; as is 52.212-05, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items.
