Description

Under the authority of FAR Part 6.302-1 and Part 8.4, the Navy intends to solicit and award a sole source, firm fixed price purchase order to National Instruments for two PXI Modular Instrumentation Systems. The basis for the sole source is only one responsible source and no other supplies or services will satisfy agency requirements. National Instruments was found to be the only PXISA certified vendor that met the Navy?s specific frequency and resolution requirements for a PXI RF signal analyzer, and a PXI digitizer. National Instruments also utilizes primarily LabView software which is a critical requirement of this procurement. This notice of intent is not a request for competitive offers. However, interested parties may submit a capabilities statement in which they identify their interest and capability. All capabilities statements received by 2:00 p.m. EST, 23 September 2006, will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
