Description
NAICS Code: 541710 The U.S. EPA, intends to negotiate on a sole source basis with The Universities Space Research Association, to conduct a microscopic and analytical electron spectroscopies of PM 2.5 samples. The PM sample analysis shall be performed using lacey transmission electron microscopy grids (TEM) grids, quartz or teflon filter media, or using a subtrate that suits a particular analytical method specified below. The nature of this acquisition requires a contractor with the use of the only known working code for the fringe analysis of HRTEM images. This unique code has been documented in a technology disclosure through NASA, LEW No. 17437-1. The Universities Space Research Association researchers have successfully (i) demonstrated the application of this code to a nano-carbon material with an increasing degree of graphitization, (ii) benchmarked the code against traditional measures such as Raman and X-ray analysis and (iii) applied the code to several forms of particulate matter. Moreover, such code can only be applied to high quality images. Skill in microscope operation and intimate knowledge of the sample matter is required. This notice is not a request for quotations. EPA source research indicates The Universities Space Research Association is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of completing such work. Any such documentation must be submitted within 15 days of electronic posting of this notice (before September 28, 2006 5:00PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis .This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710.
