- NASA/LaRC has a requirement for the following items: Item 1: 110 Kip Load Frame Materials Testing System and accessories: The final end use and purpose of this system is to duplicate the current capabilities of the Thermal Structures Lab (TSL) for the Structural Mechanics and Concepts Branch (SMCB). The TSL is undergoing a move as part of a lab consolidation effort, and during this time projects, such as the CEV project, will require the use of the 110 Kip Materials Testing System. Having a duplicate materials testing system ensures that projects can still be performed during the down time associated with moving the current 110 Kip Materials Testing System and ensures faithful replication of tests. A new test system, identical in manufacture and compatible with existing test hardware will ensure timely relocation to meet program milestones. Items 2 and 3: Hydraulic pump and hydraulic power unit used to provide hydraulic power to several test stands in the Materials Research Laboratory. The requested pump and hydraulic power unit will replace two (2) forty-year old pump systems that are experiencing recurring mechanical and electrical problems and have become a liability in terms of maintenance cost and reliability. The pump unit must remain on-line for extended periods in order to provide power to test stands that are operating in support of Return to Flight, Aeronautics, and Exploration programs. These programs involve test profiles that require uninterrupted and reliable power as provided by the pump unit. The tests are critical and the test results are deliverables on schedule-driven task assignments. The requested system must interact with the existing government owned MTS hydraulic test systems. The minimum technical specifications for the 110 Kip Load Frame Materials Testing System and accessories, hydraulic pump and power unit are provided in an attachment to this synopsis. Item 4: four each MTS Model 493.25 Universal Conditioners. These conditioners are needed to upgrade the capability of existing government owned MTS FlexTest Controllers. NASA/LaRC intends to purchase the items from MTS Systems Corporation, who is the only known responsible source. The proposed items must be compatible with existing government owned test fixtures and MTS Systems Corporation manufactured 458 electronic controllers and hydraulic power supply units. The proposed materials testing system will serve to duplicate the current capabilities of the Thermal Structures Lab. Since only MTS Systems Corporation has access to its proprietary engineering drawings, electronic interface communication protocol, and design details, MTS is considered to be the only qualified source in this acquisition. The authority for this action is the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996), and 10 USC 2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12 and Part 13.5, Test Program for Certain Commercial Items.. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 20, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
