- NASA/LaRC has a requirement for periodic evaluation of the CALIPSO laser transmitter performance and support of investigations into specific aspects laser transmitter performance. The NASA LaRC CALIPSO mission is required to closely monitor laser transmitter health, which is a critical system necessary to meet CALIPSO mission Level 1 science requirements. The services will include: (1) providing a monthly assessment of the CALIPSO laser performance; (2) support for investigations into particular aspects of laser transmitter performance or anomalies on an ad-hoc basis as directed by the COTR; (3) support quarterly laser transmitter performance reviews; (4) other analysis, investigations, and testing as required to investigate laser system and/or laser system component performance. NASA/LaRC intends to purchase the services from Fibertek, Inc., who is the only known responsible source. As the developer of the CALIPSO laser transmitter, Fibertek Inc. has detailed and unique knowledge of the system?s design, manufacture, and performance some of which are proprietary to Fibertek, Inc. The sole source authority for this item is FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 20, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
