Description

This is a Notice of Intent to Award for commercial services a sole source contract to CABI, 875 Massachusetts Avenue, Cambridge, MA 02139, for electronic access via the internet to CAB Abstracts and Global Health abstracting and indexing databases for use by all USDA employees and authorized public on-site users. USDA employees and contractors, cooperators and volunteers performing the work on behalf of USDA and acting within the scope of their relationship with USDA are considered authorized users of the databases. In addition to internal use, authorized users have the right to use content of CAB Abstracts and Global Health databases for ordinary business, scholarly and educational purposes of the Government, including but not limiting to viewing, printing, saving, reusing and disseminating content. The database access to CAB Abstracts and Global Health databases shall be made available 24 hours per day. Authorized users shall be granted access to CAB Abstracts and Global Health via IP recognition authentication process without any impediments. the authorized users shall have the right to use the databases for ordinary business, scholarly and educational purposes of the Government, including but not limited to viewing, printing, saving, reusing, disseminating content, and including citations derived from CAB Abstracts and Global Health database records in subject bibliographies produced by NAL. NAL will acknowledge CABI as the source of the records in the text of each bibliography in which records are used. The contractor shall provide USDA with access to Help Desk and training materials, including but not limited to live training sessions, users seminars, and web-based educational materials. The period of performance is a twelve month base effective 9/29/2006 and four (4) twelve (12) month option periods. Responses are to be received within 5 days of this notice.
