Description
This is a combined synopsis/solicitation. No further announcement will be made regarding this opportunity. The objective of this Performance Work Statement (PWS) is to obtain the contracting services necessary to setup and maintain a National Tobacco Processing/Call Center NTPC). NTPC will be responsible for handling and processing the documents related to quota holder and producer contracts, assessment billing and 1099s. Also, to procure services necessary to maintain the existing Tobacco Transition Payment Program (TTPP) and Successor-In-Interest (SII) systems, and provide support to develop and deploy new system functionality, including user and system documentation, in the Farm Service Agency (FSA) production environment. Currently the Tobacco Program has an estimated 600,000 contracts and it is estimated that for FY 2006, 30% of the contracts will be sold to financial institutions under the SII. The remaining contracts will retained by the quota holder or producer. This procurement is for contractor support in the area of 1099 reporting for the TTPP program for FSA. This SOW includes the tasks of calculating imputed interest, printing and distributing 1099s for FSA customers that receive TTPP payments, and other support tasks cited in this Statement of Work (SOW). Approximately 450,000 1099s will be produced annually under the program. This procurement provides general requirements for the production and distribution of quarterly assessment bills for the tobacco manufacturers and importers, tracking of individual company bills, payments and account balances, and other related support tasks. This SOW provides necessary requirements for a contractor to print and distribute manufacturer and importer assessment bills, maintain manufacturer and importer account balances, to develop a database to keep historical information, and to use that historical information to calculate and report interest owed/due on account balances. This SOW also provides necessary requirements for a contractor to assist FSA in identification and billing of manufacturers and importers which have failed to comply with data reporting requirements. The government intends to award a Fixed Price performance-based contract that will be described by this PWS and subject to the referenced Quality Assurance Surveillance Plan (QASP). This work will result in the support of day to day operations of the TTPP and SII programs, include assessment billing and 1099 reporting.
