Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI), Office of Acquisitions (OA), intend to negotiate and award a purchase order on a noncompetitive sole source basis to Philips Medical Systems, 595 Miner RD., Highland Heights, OH. , 44143, to purchase a 3.0T Freewave RF platform upgrade from 16 to 32 channels for the LDDR magnet (S/N 10731). This 32-channel Freewave platform will allow the read-out 32 elements of a 32-channel independently and simultaneously. This requirement is under the North American Industry Classification System (NAICS) 423450 and the Size Standard is 100 employees. The sole source determination is based upon the fact that the government intends to optimize the Coronary MRA at 3T, for practical clinical use, i.e., to be performed in a consistent diagnostic and timely fashion and to attain high resolution images, in the 0.5 mm (or better) range comparably to conventional and CT angiogramas. To achieve this goal using 32 channel 3E MR scanner is essential with an appropriate 32 channel coil. Philips Medical Systems is the only known source that can currently provide this upgrade. Therefore, an award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to award within ten (10) days from the publication date of this synopsis. The proposal must reference ?Solicitation number? NHLBI-PB-(HL)2006-329-DDC. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter. Fax quotations will only be accepted if dated and signed by an authorized company representative.
