- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the August 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 05-12. This acquisition is NOT small business set-aside and the NAICS code is 541511. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. It is the intent of the National Library of Medicine (NLM) to procure Relais user license, maintenance and support on a sole source basis from Relais International Inc., Canada. In 1996, the National Library of Medicine (NLM) purchased the Relais Enterprise system to automate the processing and handling of over 350,000 DOCLINE requests which reach NLM annually for distribution to the Collection Access Section and the History of Medicine Division. Additionally, the system is used to automate the processing, sorting, and accounting for over 10,000 requests submitted by NLM?s patrons using the Locatorplus System to submit requests using the Overnight Photocopy Service. NLM has a requirement for an automated system that can accept orders from multiple external sources in different formats. The system must identify the requestor, sort documents according to their library location, redirect orders alternate holdings when items are unavailable, manage exception handling for problem orders, convert documents to the format the client requested (e.g. fax, digital, paper), transmit the document to the client, determine billing amounts, and it must know where the order is in the system at all times. Benefits of the system must include reductions in labor requirements and reduced cycle times for fulfilling ILL. NLM requires that the system be MS Windows compliant and network-based. The system must use Oracle for its database. The system must operate with scanners capable of reproducing journal articles at the rate of 21 pages per minute. Only Relais International?s Relais system carries the unique capabilities which fit the above stated requirements of the NLM. No other product on the market that has been developed for automating library services provides the capabilities of this system or is suitable for this environment. The Relais System is a proprietary product of Relais International, Inc. Since Relais International, Inc. is the sole owner of the Relais System, NLM has determined that Relais International, Inc., is the only source with the previous experience and expertise capable of providing the necessary technical support and system upgrades. Additionally, during the year we need technical support from Relais International, Inc., to ensure proper functioning of the system. As part of the license agreement, NLM will receive software upgrades for the Relais Enterprise free of charge. The purchase order term will be September 30, 2006 through September 29, 2007 with option for four (4) successive one-year periods. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. Responses must be in writing and must be received in this office by September 28, 2006 from the date of publication of this notice, and must meet the criteria requirement. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
