- Sources Sought - SONET RING OBJECTIVE: The Dept. of Veterans Affairs (VISN-11) is seeking an integrator to provide initial installation, preventive and remedial maintenance on an OC12 or OC3 based fiber optic network solution linking hospitals of VISN-11 together with the VA?s contracted service provider(s) with support for all DS3/DS1 services. This project will require the selected integrator to provide initial installation and repair of both the actual fiber infrastructure and all associated multiplexing/de-multiplexing equipment required for connectivity to the MAN Customer Premise Equipment (CPE). The following is a brief summary of the general requirements: 1. Current physical presence in each of the following locales: Ann Arbor, MI, Detroit, MI, Saginaw, MI, Battle Creek, MI, Marion, IN, Indianapolis, IN and Danville, IL. 2. Each local site must be within a radius of 25 miles of the VA hospital. 3. An initial contractor build out is required at each of the seven sites. Contractor shall furnish final detailed drawing of all installed equipment, functional diagrams, an equipment inventory list including serial numbers and a list of loaded software on each piece of installed equipment. 4. Provide a two trained and certified industry technicians at each site. 5. Due to the application and nature of this requirement, 24/7/365 coverage is required. 6. Contractor to furnish an initial stock of original equipment manufacturer spare parts. 7. The expected contract term is 60 months. 8. It is anticipated that a Firm Fixed Price contract will be awarded in FY2007. 9. Due to the nature and application of this requirement, subcontracting at any level is not permitted. A brief description of technical requirements are as follows: 1. The contractor will be responsible for the configuration, installation, and maintenance of Metropolitan Area Network (MAN) ? Dedicated SONET (Synchronous Optical Network) Ring Service. Below is the general configuration criterion: SONET SONET OC12 or OC3 bi-directional optical ring, Both customer sites and vendor locations are required to facilitate DS-1/DS-3 drop-off capabilities, Add and Drop multiplexors will be provided at each SONET point of demarcation, SONET will be fully fault tolerant, SONET will be expandable to include additional sites (e.g., commercial affiliates), The Service offered provides 99.975% network availability/reliability with virtually no downtime, with maintenance credits provided for service interruptions. Functional Description of required work - A SONET OC12 or OC3 bi-directional optical ring will connect the VA with a local serving wire-center with broadband connectivity to customer IXC (FTS-2001/Sprint), if required, and specified customer locations to be determined at a later date. Network maintenance (24 hours a day, 7 days a week) for the SONET and all connected CPE components will be provided by the integrator. Maintenance for all associated MAN equipment will be provided by the integrator. In order to avoid any one single point of failure for VA communications, it is important to note that no communications link is infallible; therefore, the network design must be developed so that any one point of failure will not cripple the entire network. POINT OF CONTACT: All interested businesses are hereby invited to submit a capabilities statement of no more than 20 pages to demonstrate their ability to provide the services outlined above. The objective of this RFI is to obtain capabilities statements, based upon the requirements outlined above, from all sources interested in this opportunity. Respondents should clearly identify any information they consider to be sensitive or proprietary. Responses will assist the Government in determining whether to set-aside, restrict competition in some way, or to solicit offers from all responsible sources. The capabilities statement should be tailored to this request and identify the source(s) capabilities to complete the requirements listed above, including information on key staff experience, a description of experience with similar projects, present and past performance information. This Sources Sought/RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this Sources Sought/RFI or otherwise pay for the information requested. Response to the request will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract.
