- The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Clinical Imager Retrieval Systems Inc. (CIR Systems Inc.), of Parsippany, New Jersey, for the purchase of a GAITRite Portable Gait System, for equipment associated with the National Rehabilitation, Polytrauma Program, for the Edward Hines Jr., VA Hospital, Hines, Illinois. Based upon research conducted, in connection with this requirement, CIR Systems Inc., supplies the only truly portable electronic walkway in the world. The GAITRite System performs with the use of a roll-up carpet, 1/8? thick, containing 36,864 sensors in our 32-foot model. The GAITRite System comes in a wheeled carrying case that fits in most automobile trunks or rear seats. The standard carpet is 14? long and custom lengths are available up to 32 feet. The walkway can be laid over any flat surface. The system requires minimal setup and test time. The system requires no placement of any devices on the patient. The hardware does not require and internal A-D board to be installed in the computer. The GAITRite walkway communicates with the serial/com port of the personal computer. The serial port interface of the GAITRite enables data acquisition of other instruments to occur simultaneously along with the GAITRite; all on the same computer. In addition, the GAITRite software can be installed on an infinite number of computers, allowing for the ultimate in flexibility in both testing and analysis. The GAITRite has its own patient database. Thus allowing for seamless storage and retrieval of patient information. The GAITRite offers a peer-reviewed scientific literature normal values database. The GAITRite offers a user defined normal values database. The GAITRite offers comparisons to either of these normal values. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. NAICS 334510. To the best of our knowledge, CIR Systems Inc., of Parsippany, New Jersey is the only source that provides the subject equipment and type system, which includes the above indicated items and features. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within ten (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with CIR Systems Inc., of Parsippany, New Jersey.
