Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Contracting Center of Excellence, on behalf of the Office of the Deputy Assistant Secretary of the Army for Privatization and Partnerships (P&P) is issuing a Synopsis/ Solicitation for Contract Support for its Housing and Lodging Privatization program . The North American Industry Classification (NAICS) is 541611  Administrative Management and General Management Consulting Services, Size Standard is $6.5M. This program is the responsibility of the Deputy Assistant Secretary of the Army for Privatizat ion and Partnerships. This effort includes general program management support, feasibility assessments (due diligence), development and management plans, portfolio and assessment management for privatized family housing, transient lodging, and unaccompani ed personnel housing. The majority of the family housing support effort during the contract period will be oversight of 42 installations, possibly increasing up to 50 installations by year 2010, with up to 85,000 family housing units  one of the largest inventories of residential real estate in the U.S. As the implementation phase of the program nears completion, a greater portion of the Contractors support is devoted to the portfolio and asset management process. This process provides the tools and me thodology for long term oversight of the compliance and financial stability of each project. Period of Performance will be a base year and four (4) one (1) year option periods. This acquisition is unrestricted and open to small and large business concerns . All offerors are required to submit four copies each of Technical proposal and Cost/Price proposal to Contracting Center of Excellence, ATTN: Ms. Barbara Hawthorne, 5200 Army Pentagon, Room 1C256, Washington, DC 20310-5200.
