Description

The United States Army Medical Research Acquisition Activity intends to award a contract on a non-competitive basis for the development and delivery of an M-Spot RFID tag and reader for the Telemedicine and Advanced Technology Research Centers (TATR C) testing with the Battlefield Medical Information System Tactical (BMIST). An Application Programming Interface (API) document for TATRC to interface BMIST to the M-Spot will be provided. The anticipated award will be made under the Authority of 10 U.S .C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Hewlett-Packard Laboratories, 1501 Page Mill Road, Palo Alto, CA 94304. Specifically, FAR 6.302-1(b)(2), states, the existence of limited rights in data&make the supplies&available from o nly once source. The Telemedicine and Advanced Technology Research Center (TATRC) requires Hewlett Packard because they own the technology. M-Spot is a new secure wireless transmission and storage paradigm that bridges the worlds of hardcopy and secure digital media. It is a unique technology with no direct equivalents available today. The storage chip combines security features, fast data transfer speeds, on-board processor and memory. It is designed to be self-contained and always on. BMIST is currently deployed usin g the Hewlett-Packard HX4700 Ipaq PDA. Hewlett-Packard owns both technologies. They are the only organization that can bring both together. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice.
