- This procurement consists of one solicitation with the intent to award a single Indefinite Delivery Indefinite Quantity contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the lowest price technically acceptable. Services to be performed under this contract include, but are not limited to, professional curatorial and collections management services including security, labor, storage, transportation, and materials for archaeological collections and associated records. The Period of Performance is one 12 month base period and four 12 month option periods. The contractor shall accomplish all discipline coordination; the Government will not coordinate the work for the Contractor. Award of the contract will be based on the lowest price technically acceptable to the government. The following criteria will be used to select a responsive, responsible offeror whose proposal conform to the solicitation: 1. The Proposer shall have personnel that meet the Secretary of the Interior's Standards and Guidelines "Professional Qualification Standards" (36 CFR Part 61) for cultural resource consultants in the field of archaeology and as a ?qualified museum professional? as defined in 36 CFR 79.4(h) and be able to provide long-term curatorial services as described for a repository in 36 CFR Part 79. 2. The Proposer shall also provide storage (housing and maintenance) for archaeological collections, which meet the federal standards for long-term curatorial services (36 CFR Part 79.9). 3. The Proposer shall have an established Collections Managements Procedures Operations Manual in accordance with 36 CFR Part 79 and the National Park Service Museum Handbook Part 1. 4. The Proposer shall demonstrate that they held a Department of Defense Programmic Assistance Agreement for curation within the last 5 years. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, each initial offer should contain the offeror?s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. THIS SOLICITATION IS SOLICITED ON AN UNRESTRICTED BASES. The NAICS for this procurement is 712110 and the size standard is $6.5M. In accordance with FAR 5.102(d) availability of the RFP will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil -- hard copies (paper sets) or CD-ROM of the RFP will not be provided by the Government. Telephone and facsimile request will not be accepted. Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. Solicitations will be available on or about 15 September 2006.
