Description

The Bureau of the Public Debt intends to issue a contract on a sole source basis, to TREEV LLC, 13454 Sunrise Valley Drive, Suite 400, Herndon, VA 20171-3281, for the renewal of software licenses, along with the onsite support of upgrades and product training associated with the Computer Output to Laser Disc (COLD) System. The software portion of COLD was developed by TREEV and designed for certain types of hardware infrastructures. There are several mission critical applications in BPD that have been programmed in conjunction with TREEV to utilize COLD specifically. Any changes to this code need to be coordinated with the programmers at TREEV in order to make necessary coding changes to the TREEV COLD software. Additionally, historical storage platters and accessing them requires TREEV expertise in previous software versions. TREEV's knowledge and understanding of its own software's default and custom developed interaction with z/OS and Windows based operating systems can not be matched by an outside source. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative responses received no later than 2:00 PM EDT on September 19, 2006. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required services at terms more advantageous to the Government. Request for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates their ability to meet all requirements that it is more advantageous to the Government, we will make a sole source award to TREEV LLC.
