- NAICS Code: 61143 The U.S. Environmental Protection Agency (U.S.EPA) intends to award a sole source purchase order to The Council for Excellence in Government. The purpose of this acquisition is to provide an impartial training program which will provide the Senior Information Officer community with a comprehensive orientation to the Clinger-Cohen functions that The Office of Environmental Information oversees. This decision is based on this non-partisan organization's unique depth of experience in public policy and government administration, its capacity for the analysis of regulatory processess, and it well-respected analyses of government practices and processes and programs for educating government managers in the latest innovations and best practices being used in government today. The CEG conducts several programs to train government administrators/managers. The CEG's training programs and analysis abilities are augmented by their unique partnerships with people who have real-world experience in working in the government; former government officials and current government managers who have graduated from CEG programs. Since our market research indicated that no other organization or company has all of the capabilities necessary to perform this work, it is believed that any cost savings which may be achieved through competition cannot offset the cost of the in-house effort to duplicate the training provided by CEG. The environmental Protection Agency knows only of this source for this procurement.
