Description
The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for drydock repairs to the USCGC SHRIKE (WPB-87342) an 87 Foot Patrol Boat, at the contractor?s facility. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 25 September 2006 with quotes due on or about 27 October 2006 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The home pier of the vessel is 9235 Grouper Road, Cape Canaveral, FL 32920. The vessel?s availability is for forty two (42) calendar days, starting on or about 8 January, 2007. Notice to Bidders/Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the bid opening/closing date. The scope of this acquisition is for drydock repairs of various items aboard the USCGC SHRIKE (WPB-87342). Provide all labor, material and equipment necessary to perform drydock repairs, including but not limited to the following Base items: Remove, inspect, and reinstall propeller shafts, Propellers, Rudder assemblies & Stern launch door pivot pins, bushing and washers; Inspect water lubricated shaft bearings; Remove transducer hull rings; Overhaul and renew valves; Preserve RIB wet notch deck and stern door interior surface; Coating system visual inspection; Painting and draft marks; Preserve Aluminum mast in-place; Renew cathodic protection system; Inspect transducer fairing; Routine drydocking; Provide temporary logistics; Inspect hull plating; Preserve forward peak compartment; Renew stern tube sea water piping and GFP report. Option items include but are not limited to the following: Welding repairs; Realign main engine/reduction gear; Straighten shaft; Renew intermediate and aft bearings; Package and ship propellers; Perform minor repair and reconditioning of propellers; Coating system thickness testing; Condition A, B, C (entire U/W body); Renew transducer fairing; Provide additional temporary logistics; Renew pivot pins, bushings, and washers; Composite labor rate and Laydays. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
