Description
The purpose of this amendment is as follows: IAW FAR Part 11.105, Items Peculiar to One Manufacturer, a Brand Name Justification has been approved for this acquisition for the purchase of Snap-on Tools only. The Brand Name Justification reads, "The 23AMXS/75th Support Section has bought Snap-on tools since the squadron stood up and has been extremely satisfied with the quality and service this company has provided. Snap-on has their own manufacturing plants which allows them to strictly control the design and manufacturing process of all their core products (wrenches, ratchets, sockets, screwdrivers and related products) resulting in the highest quality product available. On site Snap-on representation provides consultation/advice concerning special application requirements, advice/training in hand tool safety and on-site warranty service. They have the ability to design and provide custom tool kits upon request. This includes laser etching and custom foam drawer layouts to customer specifications. This allows for complete tool inventory control and helps prevent FOD (foreign object damage). Specialized foam is highly resistant to solvents and oils used for these drawers. Oils and solvents are not absorbed, thus the foam will not deteriorate, shrink or swell. Over the past 16 years, the A-10 Aircraft Crew Chiefs at Pope AFB have had several problems with broken tools from other tool manufacturers. For example, wrenches rounded off and sockets split down the sides. Pope AFB has had no problems at all with Snap-on tools. Experience shows that other tool manufacturers used by Pope AFB have not met the quality standard that Snap-on Tools provides."
