Description
The U.S. Department of Commerce/National Oceanic and Atmospheric/NESDIS/AD intends to issue a Firm Fixed Price purchase order with Harvard-Smithsonian Center for Astrophysics, Cambridge, MA on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ) only one responsible source to provide a study for the Trace Gas and Aerosol Products fromMetOp-1 GOME-2 for Air Quality Applications. This task will provide support for operationalization and additional development , adaptation, tuning and validation of algorithms to retrieve trace gases from GOME-2 measurements. The Gome-2 launch is scheduled for October 7, 2006. Operational products are expected to begin becoming available six months after launch.. Harvard scientist have been a pioneer in this field of GOME-1 studies and are ready to continue the study of GOME -2. with a greater knowledge of how to retrieve the documentation that will be coming forth.. They have developed the software for this project. This requirement will be procured in accordance with the Federal Acquisition Regulation (FAR) Part 13, using simplified acquisition procedures. NAICS code is 611310 size stand of $6.5M. All responsible sources may submit a quotation which shall be considered by the Agency. Offerors certain they can meet the requirement may submit in writing an affirmative response and statement of technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. A determination by the Government not to open the requirement to competition based upon responses to the notice is solely, within the discretion of the government. Affirmative written response must be received no later that September 22, 2006. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist.
