Description
This is a combined synopsis/solicitation in accordance with FAR Part 12. No other solicitation will be issued; quotations are being requested via this notice. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Professional Responsibility and Security Operations, Security and Emergency Programs Division, Physical Security Programs Branch has a requirement for the installation of blast-mitigation film and a frame attachment system on windows in 10 ATF field offices. These field offices are: Pensacola, FL; Miami, FL; Fort Myers, FL; Ft. Lauderdale, FL; Orlando, FL; West Palm Beach, FL; Tampa, FL; Jacksonville, FL; Wilmington, NC; and Charleston, SC. ATF requires the use of MADICO SafetyShield 800 (clear) film and appropriate SafetyShield attachment system due to extensive testing conducted to ensure the product?s effectiveness. This system meets GSA requirements for performance standards for testing and certifying products under live blast conditions to varying blast pressures and duration. The installation of the MADICO SafetyShield uses the dryGlaze edge retention anchoring system. The dryGlaze extrusion incorporate a combination of a self etching adhesive tape system in conjunction with the cohesive strength of Dow-Corning 995 structural caulking. The contractor may move normal office furnishings as necessary for installation, but shall not move personal items, computers, or larger office systems. Many ATF offices have suffered damage due to weather related storms, namely hurricanes. Installing these products will better allow ATF to help protect employees and property. Vendors shall submit a firm-fixed price for each location above. The period of performance to complete all sites is two months from date of award. The following provisions and clauses are incorporated into this solicitation by reference and no addenda apply: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52-212-4, Contract Terms and Conditions-Commercial Items; and FAR 52-212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. Vendors must register in the Central Contractor Registration Database (www.ccr.gov) prior to award. Award will be made to the responsive, responsible vendor meeting all the requirements listed above. This is a technically acceptable, lowest price requirement on an all or none basis. This is a total small business set-aside. The point of contact for this requirement is Amanda Boshears.
