Description

The 50th Contracting Squadron, Schriever AFB, Colorado intends to award a SOLE SOURCE contract to L3 Communications Corporation for purchase of Secure Terminal Equipment (STE) FNDBT Office/STE for use at Schriever AFB, Colorado. The Office/STE will provide dial-up Type 1 secure multi-media communication. The terminal incorporates a high-speed data encryption allowing video conferencing and transfer of fax and data files. The terminal is NSA certified for operational traffic at classification levels from unclassified through Top Secret Sensitive Compartmented Information (TS SCI). L3 Communications is the only vendor with proprietary manufacturing rights to the STEs after it was awarded a developmental contract from the Government to produce the next generation STU-III that had to be backwards compatitble with the STU-III. This notice of intent is not a request for competitive proposals or quotes. A determination not to compete lies solely with the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304(C)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. The following clause applies to this acquisition: 5352.201-9101 OMBUDSMAN (AUG 2005)(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
