Description

The Immigration and Customs Enforcement Division of Homeland Security (ICE) intends to negotiate, on a sole source basis, a purchase order with AIT 16745 W. Bernardo Dr. San Diego, CA 92127 for design upgrade and testing software to analyze bank records and money laundering along with software upgrades used for ICE project(s) under the authority of FAR 6.302. The anticipated date for purchase order award is September 20, 2006. The ICE has determined that AIT is the only responsible vendor who is able to provide this bank record and money laundering software. AIT is the manufacture of the Financial Investigative System currently in use by ICE that will be upgraded. Interested parties may submit their interest; however, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals or bids, and cost and pricing data are not solicited. A determination by ICE not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of ICE. Responses are due by 5:00 p.m. EST on September 19, 2006. Numbered note 22 applies. Please substitute two (2) days in lieu of forty-five (45) days.
