Description
The Commander, Naval Construction Forces Command, sponsors the First Naval Construction Division (1NCD) Seabee Operations Portal (SOP). The global nature of the Naval Construction Force (NCF) mission dictates the capability of worldwide deployment of both personnel and equipment. Access to enterprise applications is essential to support the business needs of NCF. The Naval Facilities Expeditionary Logistics Center (NFELC) provides systems command support for the Naval Expeditionary Forces and is the Central Design Authority (CDA) of the SOP. The SOP environment is the logical migration path for all existing and future NCF operation level applications. The Navy requires work effort to support and develop existing and the new Project Material Planning and Tracking Program (PMPTP); and Personnel Information System for Training Operations and Logistics (PISTOL) functionality within the SOP. The new enhanced version of PISTOL will be identified as the Personnel & Readiness Management System (PRMS). The work effort is more-or-less five (5) man-years each year for five years. The second through the fifth year will be option years, and will be issued at approximately the same amount as the first year. Any business classified as small business for NAICS code 541511 may submit an offer. Contract award will be made to the responsible offeror whose proposal is compliant with the solicitation, and is determined to be best value to the government considering technical, past performance, price, and other factors considered such as responsibility. Award will be made under simplified acquisition procedures outlined in FAR Parts 12 and 13 on a commercial time and materials basis, which results in fixed-price labor rates and commercial pricing for travel and other direct costs.
