- Description
- The contractor shall setup and operate multiple turn key base camps within disaster-impacted areas in the state of Alabama, Mississippi, and Texas within 72 hours of task order award on a task order basis. Task orders may request the establishment of base camps at locations within the Alabama, Mississippi, Texas area set forth in the contract. This effort will be competed as a 100% small business set-aside under NAICS code 238990 among local Alabama, Mississippi, and Texas vendors. The scope of this contract includes providing turn key base camp support services inclusive of contractor mobilization, camp site preparation, installation, camp management and operation, and camp demobilization as set forth in task orders. The contractor shall habituate a minimum of 500 authorized camp occupants with tents or modular units, equip tents and other facilities with air conditioning, heating, and leveled hardwood floors (or equivalent), provide bedding, provide meal services, kitchens, dinning halls, limited recreation facilities, operation centers, medical units, shower units, hand wash units, potable (drinking) water, water purification and manifold distribution systems, toilets, on-site manifold distribution of black and grey water and associated on-site sanitation systems, laundry service, power generation and camp lighting. Base camp hours of operation are 24 hours a day seven days a week. Camps shall be open all holidays but holiday hours of operation may reduced by the COTR. The Government will provide holiday schedules during Thanksgiving, the Christmas season, and other special occasions to the contractor at least 3 days before the date of the event. The contractor shall provide sufficient staffing to insure that the camp is managed efficiently and effectively. Whenever practical, displaced citizens will be given the first opportunities for employment within the camp, assuming skills and capabilities are pertinent for the open positions. All contractor personnel that require unescorted access to the camp for camp setup, operation, demobilization, or for any other reason shall obtain the required security background clearance set forth in the contract. The base camps shall be kept in compliance with applicable OSHA rules in CFR29 Part 1926 and all other local, state and federal regulatory standards and conditions. The contractor is responsible for accommodating individuals with special needs; this includes as a minimum the Americans with Disabilities Act (ADA), Uniform Federal Accessibility Standards (UFAS) and any other federal, state and local codes. At a minimum 5% of camp billeting, restrooms, and showers shall be ADA and UFAS compliant. All general camp areas, including, but not limited to operations areas, dining areas, laundry facilities and recreation tents shall be ADA and UFAS compliant. Three (3) Blanket Purchase Orders (BPA) will be put in place in each State, (i.e. BPA for Alabama firms with Alabama requirements only.)
