- Description
- The Library of Congress intends to negotiate a sole source basis with Council on Library & Information Resource, 1735 Massachusetts Ave, NW, Washington, DC 20036. The requirement is to continuation of the sevices CLIR has provided on prooject to help prepare the national recording preservation study and plan. All are related to the Recorded Sound Preservation Study mandated by Congress in the National Recording Preservation Act of 2000, Public Law 106-474. That law directs the National Recording Preservation Board to conduct a study related to digital audio preservation. Statement of Work Task A: Peter Jazsi: Comprehensive Survey of State and common Laws relevant to pre-1972 Commercial Sound Recording. Completion and publication of the study of copyright laws as they apply to preservation of and access (including Internet access) to pre-1972 sound recordings. This segment of the study will examine state copyright laws and their application to audio preservation and access. The task will include completion of the study by an attorney or law students under the direct of an attorney, a summary of findings, manuscript preparation, coordination of LC and per review, copy-editing, printing and HTML formatting of the final report, and distribution. Task B: Report on Roundtable of Sound Recording Preservation Engineers Part 2: Digital Conversion (Engineers Roundtable 2) Completion and publication of a roundtable discussion by recording engineers and audio archivists, librarians, managers, and information technology specialists. The roundtable will focus on digital file structure and metadata standards as they apply to digital audio preservation. The task will include manuscript preparation, editing after the review process via consultation with the Library of Congress; final copy-editing; design, HTML markup, printing, and distribution.copy-editing, and printing of the final report. Task C: Besek 2: Copyright Issues Relevant to Digitial Preservation and Dissemination of Unpublished Sound Recordings, with Special Focus on Radio Broadcasts Study of copyright laws as they apply to preservation of and access to unpublished sound recordings, including, but not limited to, oral histories, radio broadcasts, and ethnographic field recordings. This study will examine state and Federal copyright laws and other laws, relevant to rights holders in unpublished sound recordings, and how these laws apply to digital preservation and access. The task will include completion of the manuscript based on feedback already obtained from LC review of an outline, review of the final manuscript, copy-editing, printing and HTML formatting of the final report, and distribution. ***Task will include: cost of completion of research and writing of the essay; editing after the review process; final copy-editing; design, HTML markup, printing, and distribution. Task D: Various tasks to assist preparation of the National Recording Preservation Plan, including the issue of access. Task will involve conducting a survey, planning of an access conference and a report on access to historical recordings. The meeting will convene an invited group of approximately 25 archivists, recording industry executives, independent recording label curators, scholars, professional writers on music, publishers, composers, legal analysts, representatives of music licensing agencies and foundation directors to discuss the status of access to our recorded heritage and identify the issues which impede digital preservation and distribution of commercial sound recordings and radio broadcasts. The task will include manuscript preparation, copy-editing, and printing of the final report. This is a non-competitive requirement. NO SOLICITATION EXISTS.
