- This is a notice of intent to award a sole source contract to Aura-Shield, Inc., 13146 Midlothian Turnpike, Midlothian, VA 23113-4200, for dress red coats. This uniform is the prescribed duty uniform worn by members of "Commandants Own" Drum and Bugle Corps during all performances, e.g., (Evening and Sunset Parades, Marine Corps Ball, CMC Passage of Command and other special performances. The red coat's scarlet specifications are government by MIL-DTL-82 172D (MC) for Drum and Bugle Corps Drum major and Director and by MIL-DTL-82 156 (MC) for all other members. The scarlet uniform coast which is authorized for use by the United States Marine Drum & Bugle Corps is a unique uniform requirement requiring tenured knowledge from an experienced vendor. Awarding this contract to a vendor unfamiliar with military uniforms requires sample coats and testing of wear capabilities. Consistency in manufacturing a customized uniform is key in maintaining quality workmanship and identical appearance. Each coat maintains a productive life cycle of three to eight years. To maintain visual continuity, the sizes, colors and overall production needs to be consistent in order to allow new shipments to blend in with current coast. Replacement collars require the same cloth, styling, and workmanship as the coats in order to maintain visual continuity and easae of replacement by the local tailor. Director's coasts for Drum and Bugle Officers and Drum Majors require the same attention to detail and cannot be from separate sources. Aura-Shield Inc., has a proven ability for textile contracts, maintaining uniform specifications, and is a specialist in the making and fitting of military uniforms, they have been an effective source of proven workmanship. Aura-Shield Inc., is a small business. The proposed contract is 100% set aside for small business concerns.
