Description
The Food and Drug Administration intends to award a Purchase Order on a competitive basis limited to SMALL BUSINESSES for a service maintenance agreement for the alarm system for 276 freezers manufactured by Rees Scientific. Rees Scientific Monitoring System is located in Bethesda, MD at the NIH Buildings 29, 29A and 29B Complex. The three Series II-PC systems monitor 276 freezers on the NIH Campus. Authorized Service Representative Requirements: -Shall provide 24 hours per day, seven days per week, monitoring and maintenance of the equipment. -Vendor to respond to requests for emergency service between scheduled preventative maintenance calls, Monday through Sunday 24 hours/day. -Shall provide all labor and materials necessary to maintain the Rees Scientific monitoring system. -All hardware, software, and wiring to be tested, validated, calibrated, and delivered to the owner in first class condition. All materials furnished will be new and of the latest design available from Rees Scientific Corporation (the manufacturer). -Vendor to furnish and install new software updates as they become available to maintain or improve current systems. -Vendor to provide complete software validation manuals for each system. -Vendor to provide annual software backup of each system. In the event of computer memory loss, vendor will reload the database from current backup copy. -Vendor to provide software consultation to assist the operator(s)in identifying, verifying, and resolving software problems found in executing the tasks for which they have received certified training. -Vendor to provide complete on-site software training at time of annual validations. -Shall supply at the completion of each system validation, a complete hardware validation test report necessary to satisfy end user and other regulatory requirements that provides as a minimum. Specifically but not limited to the following: oAll inputs are working properly. oAll temperature and humidity sensors are installed in the correct places as indicated by their names on the PC. oAll sensors are reading correctly. oAll sensors are properly calibrated. oThe system properly identifies an alarm situation. oThe local alarm is operational oThe remote alarm contacts are functional. oThe proper voice and data telephone calls are made. oThe system accepts the proper acknowledging signal over the phone. oThe A/D converter, voice chip, phone interface, display interface, and remote panel communications will be tested. oKeypad test to ensure proper operation of all buttons. oThe processor, RAM, and PROM will be tested to ensure that the program is exactly as originally installed. oNode & Remote Panels batteries replaced as required. -Vendor to provide complete hardware validation manuals for each system. -Full calibration of each sensor is performed at validation with NIST traceable equipment. -Vendor service technician will be well stocked with suitable amount of replacement parts to cover any service issues that may arise. -Vendor will document each on-line & on-site service call and furnish end user with a copy showing time, date, and brief description of activity upon request. On-site annual validations will list the planned dates, buildings, work performed, and end user sign-offs. -Vendor to meet with proper personnel to evaluate each systems performance, advise of recommendations, and ensure satisfaction under annual agreement -Vendor shall warrant all parts, & labor to be free of mechanical and electrical defects for a period of one (1) year from the date of initial contract. -Must be ISO 9001 certified -Must provide Centron Software version 1 build 1054 -Any new part orders must be sent by overnight mail to Bldg. 29, 29A, and 29B. -Shall be on site within 4 hours with the rare exception where new parts are required from the factory. -Contractor shall submit documentation of past experience furnishing this same service to the exact same model alarm system. -If contractor damages existing equipment in any way they are liable for all parts and repairs. -Technical Support, 24 hours a day, seven days a week. This announcement constitutes the only solicitation. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Interested vendors shall submit their capabilities statement along with their cost quotation by Friday, September 22, 2006, no later than 2:00 pm Eastern Standard Time. Response must include the following: (1) name and address of the firm, (2) type of business (i.e. small business, small disadvantage 8(a) certified or not certified, woman-owned small business, veteran-owned small business, etc.) (3) two point of contact: name, title, phone no., fax no., and e-mail, (4) DUNS number, (5) NAICS codes. Award will be made to the vendor who submits the lowest price that meets all specifications and requirements. All responses or questions regarding this posting must be in writing and can be sent via email to alice.pagan@fda.hhs.gov. No phone calls will be accepted. This procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
