Description
1. The USAF Academy has a requirement for the following requirements: ITEM DESCRIPTION: Animal Husbandry and cleaning of the Animal Care Facility. To include cleaning and storage of Laboratory Glassware. The requirement also requires the following: CLIN #0001 18 hours per week: 6 hours on Monday, 6 Hours on Wed and 6 Hours on Friday. This schedule is for 20 weeks while animals are utilized in Cadet Classes. CLIN #0002 10 Hours per week: 5 Hours on Tuesday and 5 Hours on Friday. This schedule to be followed the 32 weeks the animals are not utilized in Cadet Classes. Please provide hourly rates as well as total price. Period of performance: 1 Oct 2006 through 30 September 2007 Statements of work are listed below. NAICS Code: 561720 2. All responsible sources may submit a quotation, which shall be considered. It should be noted that faxed quotations will be accepted. The faxed quotation can be sent to (719)333-9103. Email quotations will also be accepted and can be emailed to sandra.lynch-maldonado@usafa.af.mil. 3. Faxed or emailed quotations are to be received at the Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy CO 80840-2315, no later than 3 PM (MST) on 25 Sep 2005. There will be no formal solicitation issued prior to award. 4. This procurement is for the acquisition of a commercial item using simplified procedures in accordance with FAR Parts 12 & 13. 5. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and the no addenda applies. The provisions at 52-212-2. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 14, 15, 16, 17, and 31. DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration, 252.225-7000, Buy American Act - Balance of Payments Program Certificate, 252.225-7001, and Buy American Act and Balance of Payments Program. 6. Statement of Work Animal Care Requirements: Contractor server will fulfill the following job requirements: 1. Feed and water all animals as indicated by schedule. 2. Automated watering system will be monitored each day contractor is present to ensure system is operating properly. Automated watering system will be flushed twice a week. Air and water filters will be changed as required. 3. Clean rodent cages (dispose of used bedding), housing units, and vivarium 1 time per week; at times this may require hand washing. Transport cages to Biology Department for cleaning of cages. May involve care for up to 70 animals and involve up to 120 cages. Proper and humane handling of animals is required. Handlers may be exposed to Staphylococcal and Streptococcal bacterial strains and animal bites. 4. Maintain aseptic conditions which meet or exceed Animal Care and Use regulations established by the DoD, the US Air Force, Department of Behavioral Sciences and Leadership Department, and the USDA. 5. Monitor the animal?s health; adjust feeding table, and cleaning schedules to accommodate Course requirements. Log daily care activities on the Animal Room checklist/Temp-Humidity Log. 6. Provide specialized care for treated animals to include accommodating specific housing, feeding, and watering requirements. 7. Maintain current inventory of animal bedding and food and request acquisition of additional materials as needed. Ensure cleanliness of food and bedding storage area. 8. Receive animals from vendors, document, identify animals, establish demeanor, weigh, and place animals in cages with clean bedding. 9. Keep vivarium free of extraneous vermin. 10. Humanely trap and return to correct cage those animals which may have escaped. ?This may expose handler to bites from trapped animals. 11. Weigh animals using top-loading scales, annotate in weight book and whiteboard in Vivarium. Statement of Work LABORATORY CLEANING STATEMENT OF WORK Contractor server will fulfill the following job requirements: 1. Operate cage washer, dishwasher, autoclave, and water sterilization unit. 2. Clean all research related areas, classrooms, Laboratory areas and equipment. Clean 5K10, 5K14, 5K18, 5K25, 5K21, 5K27, 5K29 5Ll4, 5Ll9, 5L16, 5L36, 5L23, 5L21, 2P459 and all associated rooms as required to maintain aseptic work-sites and common areas. May involve exposure to biological-hazardous wastes and materials. May require the handling of toxic, carcinogenic, teratogenic, and caustic chemicals. Minimum, 1 time per week or as required. 3. Maintain cleanliness of countertops, floors, walls and storage cabinets. This will require mopping as well as sweeping. Cleaning of Laboratory glassware/paraphernalia will also be required. Minimum, 1 time per week or as required. 4. Maintain cleanliness of 5K18 to ensure aseptic environments. Will involve exposure to biologically-hazardous materials and wastes. Mix and maintain supply of Bio-neat as required. Will involve exposure to toxic, carcinogenic, teratogenic, and caustic chemicals. Minimum, 1 time per week or as required. 5. Maintain cleanliness of Vivarium using aseptic cleaning solutions. Will involve cleaning the housing racks, inside and out, and sweeping and mopping the floors. Minimum, 1 time per week or as required. 6. Change bedding in the Rodents? cages and properly dispose of used bedding. Minimum, 1 time per week or as required. 7. Transfer soiled cages to Biology Department (2nd floor CTF) using freight elevator. Wash soiled cages using Biology Department?s cage washer and transfer clean cages back to Behavioral Sciences and Leadership Laboratory. Minimum, 1 time per week or as required. 8. Maintain all animal associated rooms in aseptic condition. 9. Empty trashcans and ensure paper towels dispensers in 5K10, 5K18, and 5L14 are full. Minimum, 1 time per week or as required. 10. Contractors must report to work area no later than 11:00 A.M. on non class days and 10:00 A.M. on days that class is in session, Mon-Fri. excluding holidays. Must be flexible to accommodate class schedules. 11. Service contractor must provide own transportation to job site, and commuting time may not be charged to contract. 12. Service must be performed regardless of weather conditions, with the exception of when the installation is closed. If a holiday falls on a normally scheduled workday and the Laboratory is closed, service will be provided the following work day.
