Description
This is a sources sought synopsis for the National Institutes of Health (NIH), National Eye Institute (NEI). NIH is seeking qualified, capable and interested small business, small disadvantaged business, HUBZone small business, veteran owned small, service-disabled veteran-owned small business, and women owned small business, very small business and emerging small business concerns that can provide the NIH with the following: The Contractor?s principal place of performance shall be at the National Institutes of Health (NIH): Building 10, Rooms B11 and Building 10, Rooms B19. Other sites are on the NIH campus include but are not limited to Building 10, Room 1D51 and adjacent pharmacology laboratories and cGMP facility, Building 13, Room 3W10 and adjacent laboratories, Building 49, Room 2D43 and adjacent animal enclosures and surgical suites. The NIH will provide the necessary laboratory supplies and facilities to conduct the research. The Contractor shall provide Drug release implant and drug formulation development including but not limited to: - Manual pelleting of investigational compounds. - Solid to liquid phase polymer preparation. - Coordinating mould construction with the personnel in the Design and Fabrication Section in Bldg 13. - Final preparation of implants with manual trimming. - Delivery and pick-up of implants for sterilization to the gamma radiation facility. The Contractor shall provide invitro assays on implants with daily attention to fluid exchanges and with samples transported to on-campus facilities for HPLC. The Contractor shall maintain records on implant assays and concentration results on excel spread sheets and produce graphs exhibiting cumulative release profiles. The Contractor shall assist on the preclinical evaluation of implants and formulations including but not limited to: - Organizing and assisting with animal surgery. - Performing and analyzing electroretinography data. - Performing animal examinations as instructed following surgery. - Enucleations and processing of tissues for histopathology and coordinating activities with the histology personnel. - Handle radio labeled materials for drug-distribution studies. The Contractor shall assist with preparation of clinical grade materials in the cGMP facilities located in Building 10, Room 1D51 and adjacent pharmacology laboratories. The Contractor shall perform compartmental analysis of the distribution of drug in the eye following the release from an implant. The Contractor shall assist in MRI scanning with implants releasing contrast agents to study ocular drug distribution and pharmacokinetics. - Work on an MRI protocol requiring the design and manufacture of contrast-releasing ocular implants. - Develop novel pump systems to deliver contrast agents to the eye. The Contractor shall be part of weekly student counseling, preparing and organizing thesis defense, and attending NIH meetings with graduate students. The intended procurement will be classified under North American Industrial Classification System (NAICS) code 541690 with a size standard of 500 employees. Closing date of this sources sought will be seven (7) calendar days from date of this synopsis. Interested firms are invited to submit a statement of capability demonstrating their experience and capability to fulfill the Government?s requirement. The statement of capabilities should be limited to five (5) pages and should include: company name, company address, contact name, contact telephone number, contact fax number, contact email address, business size and type of business (e.g., large business, small business, small disadvantaged business, 8(a), HUBZone, etc.), previous similar contracts performed including a brief description, dollar value, client?s name, client?s address, client?s telephone number, name of contact and duration of contract. NIH strongly encourages small businesses of all type and ownership (8(a), HUBZone, service disabled veteran, disadvantaged and women) with the demonstrated experience and capability to respond to this synopsis. Three copies of the capability statement must be received at the address listed below no later then five (5) calendar days from date posted on FedBizOpps. Capability statements should be sent to National Institutes of Health, Office of Logistics and Acquisition Operations, Division of Station Support, 6011 Executive Blvd., Room 529-V, Attention: Lloyd Garnes, Bethesda, MD 20892. This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government, or will the Government pay for information solicited. Information received will be considered solely for the purpose of determine whether firms possess the capability to fulfill the Government?s requirement. A determination by the Government to compete this requirement as a set-aside based upon responses to this synopsis is solely within the discretion of the Government.
