- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSBP1006Q0879 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. This requirement is unrestricted and only interested offerors may submit a quote. This solicitation is posted and will end on Monday, September 25, 2006 at 17:00:00 Eastern Time. The DHS-Customs and Border Protection is acquiring components to Upgrade Existing NICE Equipment with the following components: CIF; 2 ea. Nice Vision Pro Basic System, Nice Vision, NVP-V9-BAS; 4 ea. Video Capture Board supporting up to 24 Cameras, Nice Vision, NVP-V9-VICO-ADD; 2 ea. Support for 48 IN and 48 OUT Dry Contact Closures, Nice Vision, NVP-V9-TTL-48-48; 2 ea. External Hot Swappable RAID 5 unit storage for a total of 1.7 TB, Nice Vision, NVP-V9-REX5-8; 2 ea. External Hot Swappable RAID 5 unit storage for a total of 3.7 TB, Nice Vision, NVP-V9-REX5-16; 2 ea. Video Recording Software supporting 48 Cameras at up to 30/25 fps in CIF resolution (2 VICO), Nice Vision, NVP-V9-CIF-RT-48; 4 ea. Software Support for 32 PTX Cameras, Nice Vision, NVP-V9-PTZ-32-SW; 2 ea. NICE System Kit , to includes keyboard, PC monitor and a 19 inch Universal Rack Mount shelf, Nice Kit; 2 ea. 500VA UPS Backup, APC, APC500VA; 1 ea. DIO-2, Two controller cards, expansion card slides into the VCC-CIR controller, Avitech, DIO-2; 1 ea. Miscellaneous computer items, such as cables and connectors; 9 ea. NiceVision APP Suite User License; Administrative and Maintenance Training for 3 Technicians; Installation Services; 1 Year Warranty on Labor and Parts. OPTIONAL EQUIPMENT: 4CIF; 4 ea. To have a quotation considered for award, all vendors must offer the specific make and model listed in this announcement. No exceptions. Under optional equipment the offeror must price components listed. The Government may at its option purchase optional equipment listed. Prices offered shall be good for 120 days. The provisions of FAR 52.212-1, Instructions to Offerors, Commercial Items, applies to this acquisition. The provisions of FAR 52.212-2, Evaluation, Commercial Items, applies to this acquisition, the specific evaluation criteria related to paragraph (a) are price and technical (ability of offeror to meet the Governments specification) and technical is more important than price. Components listed under optional equipment will be evaluated separately from the initial purchase list for price reasonableness. A completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications, Commercial Items shall be part of the quote submission. The provision at FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items applies to this acquisition along with the following FAR clauses cited within this clauses; 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. CCR requirement, vendor must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
