Description
The US Department of State, Bureau of International Narcotics and Law Enforcement, Office of Aviation (INL/A) intends to procure the Airborne Weapon Surveillance System (AWSS) from Radiance Technologies, Inc. on a sole source basis. INL/A is authorized through Foreign Assistance Act to execute support to US missions around the world to counter illicit crop production, interdict the production of illegal narcotics and interdict the transport of these illegal drugs. To improve safety and survivability for our personnel, our aircrews need to be alerted instantly of weapons fires in order to avoid these deadly threats. Justification for this critical need is derived from the persistent narco-terrorist attacks on INL/A operations in South America and high threat missions flown in support of eradication operations in Afghanistan. These threats have increased and have resulted in loss of life and material damage due to small arms fires that have remain undetected by aircrews. The justification is urgently needed protection and situational awareness enhancement inside aircraft cockpits to alert aircrews executing their counter-narco-terrorism missions in South America and Afghanistan. The unusual and compelling urgency for this support will introduce a new fast-framing infrared commercial-of-the-shelf (COTS) technology. The Airborne Weapons Surveillance System (AWSS) will detect, identify, locate/target and disseminate muzzle flashes of enemy weapons that fire on INL/A aircraft. Therefore, adapting AWSS for INL/A operations will increase safety and survivability by enhancing the aircrews while executing INL directed missions. AWSS is a unique integration of COTS technology and special algorithms that will integrate into existing airframes to support immediate pilot notification of fires in the vicinity. This will allow the pilot to maneuver to avoid additional fires and provide a warning to other flight members when working in formation or with other flight elements. This effort allows for acquisition support of AWSS integration with INL/A existing aircraft fleets.
