Description
VA Illiana Health Care System, 1900 East Main Street, Danville, IL 61832 has a construction requirement for Project No. 550-06-137, Upgrade Electrical Systems per NEC in Buildings 58, 99, 100, 101, 103 and 104 as required by the project drawings and specifications. Work includes, but is not limited to, low to medium voltage electrical work primarily focusing on upgrading of electrical utilities and correcting NEC code violations such as derating, double lugging, percent fill, feeder tap rule violations, resizing of panels, adding additional breakers, transformer work, etc. High voltage work to include replacing the charging motors in five of the 5KV switchgears in the substation, repairing the trip controls on two of the 5KV switchgears in the substation, and replacing load break elbows on exterior pad mounted transformers. All work will be in strict compliance with all applicable codes and VA regulations.  All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). This will be a firm fixed price contract. Project magnitude is $250,000 to $500,000. The NAICS (North American Industry Classification System) code is 238210. The small business size standard is $13M. The completion time for this project is 180 calendar days after receipt of Notice to Proceed. The solicitation is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS capable of performing the required work. Bids from other than service disabled veteran owned small business concerns will not be considered and shall be rejected (see numbered note 29). All bidders must be registered with Central Contractor Registration (www.ccr.gov) with the applicable NAICS referenced. Note: Ensure your registration has not expired. Solicitation VA-550-06-IB-0004 will be available on or about 10/6/06 with a bid due date of 11/7/06 at 3:00 pm local time. A pre-bid conference is scheduled for 10/16/06 at 1 pm local time in Building 102, Conference Room 117J, at the VA Illiana Health Care System. Drawings will be available electronically with the solicitation or can be requested in writing from the Contracting Officer. Telephone requests will not be accepted. It is recommended that bidders complete the solicitation mailing list on www.fedbizopps.gov before downloading the solicitation. Any amendments issued to this solicitation will be available at the URL address. Bidders are advised they are responsible for obtaining and acknowledging amendments to the solicitation.
