- Description
- The US Environmental Protection Agency currently has a requirement for a software upgrade to its Gamma Proportional Counter. The specifications for the upgrade are as follows: Upgrade of two existing Gamma Products Model 542 Proportional Counters to Windows XP which will require two new computers. The new computers are necessary because existing computers cannot be upgraded to Windows XP. Each counter is an eight detector system with 2.25 inch detectors arranged in two drawers. The counters are used for gross alpha/beta and beta specific determinations. The results of the upgrade will be two independent systems each with a new multi-channel analyzer to record and store pulses received from the detectors according to their height. Each storage unit is called a channel. Upgrade should allow later expansion up to 16 detectors each in a normal manner. Contractor must place existing equipment with a minimum of the following: 1. Win XP software to operate new computer 2. New Pentium class PC/Controller 3. 17" LCD display 4. All vendor software required for counting operations of the proportional coutners 5. Uses existing electronics preamp/amp function 6. Replace MCA, multi channel analyzer, with new MCA having a minimum of eight inputs and 4096 channels/input. MCA will have direct interface to computer 7. Recable system for new type control to insure compatibility. 8. Associated High-Voltage/signal cables needed to begin operation. The provision at FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items", 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the following clauses cited in 52.212-5 being applicable: 52.222-3 "Convict Labor", 52.222-21 "Prohibition of Segregated Facilities", 52.222-26 "Equal Opportunity", 52.222-35 "Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans", 52.222-36 "Affirmative Action for Workers with Disabilities", 52.222-37 "Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans", and 52.225-13 "Restrictions on Certain Foreign Purchases". Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active DUNS number.
