- The intention of this Request for Proposal (RFP) is to obtain Grounds Maintenance Services for the Various Naval Activities located in the ROICC Gulf Coast Area of Responsibility in Southern Mississippi by means of a combination firm-fixed price and indefinite quantity contract. The Contractor shall furnish all labor, management, supervision, technical expertise, quality control, equipment and materials necessary to provide grounds maintenance services at the following locations: Naval Construction Battalion Center, Gulfport; Naval Station Pascagoula Lakeside Annex Facility; Highway 57 Navy Housing (Sandhill Landing); Mobile Home Housing, Picayune; and other Navy Tenants located within the ROICC Area of Responsibility. The solicitation will issued as a commercial item. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government, considering price and other technical factors. The period of performance will be 01 November 2006 through 30 September 2007. The North American Industry Classification System (NAICS) Code is 561730 and the annual size is $6.5 million. This RFP is 100% Hub-Zone Set Aside for Small Business. Proposals will be considered from all responsible sources; however, the successful contractor must be registered in the CENTRAL CONTRACTOR REGISTRATION (CCR) database prior to receiving any contract award. The web address for CCR registration is http://www.ccr.gov/. Tentative issue date for the solicitation is on or about 22 September 2006, with an estimated date for receipt of proposals of 06 October 2006.
