Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source (Titan Group.) under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 48 Hours after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally by considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon the sole source justification document below. MEMORANDUM FOR 21CONS/LGCBA Date: 25 September 06 FROM: 21 SCS/SCMTR SUBJECT: Justification for Use of Other Than Full and Open Competition Procedures, Titan Group Model 5020-2 dual slot KIV-19 chassis. 1. This memorandum is provided to the 21st Contraction Squadron as a justification for other than full and open competition for 8 each Titan Group Model 5020-2 dual slot KIV-19 chassis. Estimated cost for this project is $. 2. Every effort was made to locate an altenate source of supply for the KIV Dual Mount Chassis with Dual Power Supplies. Titan Systems was the only vender that has the built in dual power supply to power the KIV-19 crypto devices independently of each other. 3. Titan currently owns the rights to manufacture these devices, leaving Titan Systems as the sole source for chassis with built in dual power supplies. Our research found that there was one other manufacturer of KIV-19 chassis, but they only have a single removable power supply model. If this power supply were to fail, both cryptos would be affected. 4. There is nothing the Government can do to direct the design of these two manufacturers. 5. I certify that the justification for the above request is accurate and complete to the best of my knowledge and belief; and that the anticipated cost to the Government is fair and reasonable.
