- This is Notice of Intent to Award for commercial supply items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a notice of intent to solicit and negotiate a sole-source order with ADA Technologies, Inc, 8100 Shaffer Parkway, Suite 130, Littleton, CO 80127 for the purchase of ADA Technology integrated ceilometer weatherpod systems. This agency intends to issue a purchase orderunder the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE RESPONSIBLE SOURCE OR BRAND: The requested system is a hand emplaced environmental sensing system designed specifically for SOF forces to clandestinely report and relay critical meteorological conditions in data sparse, semi-permissive, or denied areas. The sensor equipment is designed and manufactured by ADA Technology, Littleton, Colorado. The ADA Technology Satellite Weather Station System consisting of the Satellite Weather Pod, the Satellite Communications Pod, and the Ceilometer is a lightweight meteorological data collection system capable of collecting critical go/no-go criteria essential for rotary and fixed-wing SOF operations. The ADA Technology ceilometer employs the only Air Force Laser Safety Board approved laser constructed from the Liecha IV hand-held, eye-safe laser range finder enabling the ADA Technology to safely procure critical ceiling height information. ADA Technology is the only company that currently provides a integrated ceilometer in the system package. The organic solar panels make this sensor self-sustaining, and the lightweight and compact nature of the sensor (lkilogram and 6 inches in diameter) is essential for recovery and rapid relocation to facilitate the requirements of SOF forces. The internal GPS organic to each component is crucial for sensor emplacement and recovery given the frequent rotation of forces and the clandestine nature of the sensor. The internal 900 MHz radio modem can be employed for multi-mile bi-directional communications with a PC in the field or to an optional Satellite Communications Pod (SCP) for long-haul communications to/from any location in the world facilitating the near real-time dissemination of mission-essential meteorological data. Additionally, this system produces data in a ready-to-use format common to all DoD meteorological agencies. The purchase request number is F2VWCG6220A100, and is being issued as a sole-source Request for Quotation. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 2005-04. This procurement is a sole-source Total Set-Aside for a Small Business in accordance with the Small Business Competitiveness Demonstration Program. Delivery shall be SOCCENT, MacDill AFB, FL.
