- The U.S. Department of Energy (DOE) intends to solicit a proposal and negotiate a sole source contract with the Desert Research Institute (DRI) of the University and Community College System of Nevada to provide technical research, engineering, and development services to the U.S. Department of Energy, Office of Legacy Management (OLM). The proposed contract effort will involve environment, health, environmental restoration, engineering, chemistry, hydrology, geology, soil science, radiological sciences, environmental transport modeling, development and testing, compliance document support, and community and stakeholder outreach. The total period of performance for the proposed contract is 5 years. These services were recently performed by DRI, under DOE contract DE-AC08-99NV13609. The statutory authority for permitting other than full and open competition for this proposed contract is found at Section 303(c)(1) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304(c)(1), and implemented at FAR 6.302-3(a)(2)(ii), which authorizes other than full and open competition when the proposed contract will ???establish or maintain an essential engineering, research, or development capability to be provided by an educational or other non profit institution or a federally funded research and development center???. DRI, the not-for-profit research division of the University and Community College System of Nevada, was created in 1959 to conduct basic and applied research aimed at improving the scientific knowledge needed for effective management of Nevada's natural resources. DRI???s current research programs involve many diverse fields of science and engineering, including hydrogeology, hydrologic engineering, atmospheric and biological sciences, and energy and environmental engineering. There are no solicitation documents available for this requirement. Any firm wishing to challenge the sole-source must submit an interest letter that demonstrates its status in the context of FAR 6.302-3(a)(2)(ii) and its ability to provide the services described above. Interested parties may submit a proposal and rationale as to why they should be considered by October 25, 2006 to: Mr. Randolph Kesling, U.S. Department of Energy, Office of Legacy Management, MS ???K09, 3610 Collins Ferry Road, Morgantown, WV 26507-0880. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive acquisition.
