Description
This is a combined synopsis/solicitation issued pursuant to Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NACIS code for this solicitation is 811211. This requirement is not set-aside for small businesses. This is a requirement to acquire maintenance services for Carl Zeiss, Microscope, Model LSM 510 NLO w/one microscope, s/n 85073, Axiovert 200 manual, s/n 000586, and Axioplan 2 ? Motorized, s/n 95953 for a period of one year. Services to include: scheduled and emergency services, travel, one (1) preventive maintenance inspection, replacement parts and software upgrades. It is the National Institute of Health, National Institute on Aging intent to negotiate solely with Carl Zeiss MicroImaging Inc, One Zeiss Drive, Thornwood, NY 10594, as they are the manufacturer of this equipment and the only known source that can provide maintenance for this equipment. Only one responsible source and no other vendors will satisfy agency requirements, 41 U.S.C. 253(c)(1) FAR 6.302-1(b)(1). The cited authority is applicable because Carl Zeiss is the only known source that can fulfill the requirements of this contract. Services shall be performed at the National Institute on Aging, 5600 Nathan Shock Drive, Baltimore, Maryland 21224. The Government will award a purchase order utilizing simiplifiied acquisition procedures resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest price technically acceptable offer. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. If an acceptable response is not received by the closing date, an order will be issued to Carl Zeiss MicroImaging.
