Description
This is a sources sought announcement to seek potential vendors that could fulfill the attached requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify small business sources (including small business programs: 8a, HubZone, and Service Disabled Veteran) that are capable of performing the required program support for the NIH, Office of the Director, Ethics Office. The draft Statement of Work is attached to this sources sought notice. Interested small firms are invited to submit a capability statement addressing the ability to satisfy the rquirement. The capability statement should reference Sources Sought number 263-2007-R-(DV)-0003 and should be no longer than 15 pages in length (personnel qualifications is not included in page count) and shall including the following: (1) Name and Address of the Organization (2) The size standard and small business prgram status of the company as listed under www.ccr.gov (3) Point of Contact with name, title, voice/telephone, facsimile number, and email address (4) DUNS number (5) Contractor's capability statement that demonstrates the firm's ability, knowledge, and experience to perfrom the key requirements described and its knowledge and experience specific to the Draft Statement of Work. The firm must demonstrate that they have the necessary personnel with experience, labor, materials, services, equipment, and facilities to support the efforts detailed in the Draft SOW. Pamphlets and standard brochures will not be considered as responsive to this sources sought. (6) List of three organizations to whom similar types of services have been previously rovided with the last three (3) years-- to include contract number, dollar value, name and telphone number of customer (7) Qualifications of any key personnel likely to work on requirement. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIEING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR ESPONSES IS October 24, 2006 at 2PM EST. FAXED AND E-MAILED CAPABILITY STATEMENTS WILL NOT BE ACCEPTED. All questions must be in writing and may be e-mailed to Lorraine Geiser at geiserl@od.nih.gov by October 17, 2006. Firms are to mail two copies of its capability statements to the address listed in FedBizOpps with attention to Lorraine Geiser.
